Internal Rules for Residents

  1. These Rules of Internal Regulations for persons undergoing training in the clinical residency of the state educational institution "Belarusian Medical Academy of Postgraduate Education" (hereinafter - BelMAPE) are developed in accordance with paragraph 31 of the Instruction on the procedure for organizing and passing the training in clinical residency, the distribution of clinical residents, approved by Resolution Ministry of Health of the Republic of Belarus of 06.01.2009, No. 2, the Code of the Republic of Belarus on Education and other acts of law As well as local normative legal acts.
  1. The purpose of the Internal Regulations for persons undergoing training in the clinical residency of BelMAPE (hereinafter - the Rules) is to strengthen discipline and improve the quality of the training process in the clinical residency of BelMAPE.
  1. Persons who are enrolled in this Regulation include persons admitted (enrolled) in the prescribed manner to the number of clinical residents for mastering programs and plans (including individual ones) for training in the clinical residency of BelMAPE (hereinafter, unless otherwise provided , Clinical residents).
  1. The internal schedule for clinical residents of BelMAPE is established by the Charter, legislative acts of the Republic of Belarus on health care, these Rules, internal regulations in dormitories, contracts for the training of a clinical resident, the contract for hiring a dwelling in a hostel (if any), regulations, instructions for the protection of labor and technology Security documents, quality management system documents and other normative legal acts of the Republic of Belarus and local regulatory legal acts.
  1. The rules are placed on information stands of BelMAPE in a place accessible to clinical residents and on information resources of the Internet computer network.
  1. These Rules are mandatory for the clinical residents of all forms of training in BelMAPE to perform.
  1. The organization and implementation of the training process in clinical residency of BelMAPE is carried out in accordance with the current legislation of the Republic of Belarus.
  1. Clinical residents of BelMAPE pass the current and final attestation in the form determined by the training plans.

Based on the results of the final certification, in accordance with the established procedure,  a certificate of the established form or a certificate of training in clinical residency in accordance with the established procedure are issued.

  1. Clinical residents of BelMAPE have the right to:

9.1. Training in clinical residency in accordance with the programs and plans (including individual) training in clinical residency;

9.2. Protection of life and health during the training in clinical residency;

9.3. Providing a place to stay in the hostel;

9.4. Receiving paid services in the field of education and health;

9.5. Free use of the library, educational and scientific base of BelMAPE;

9.6. Acquaintance with the certificate of state registration, constituent documents, special permission (license) for educational and medical activities;

9.7. Other rights guaranteed by the legislation of the Republic of Belarus.

  1. Clinical residents are required to:

10.1. Conscientiously, responsibly and fully perform the tasks stipulated by the plan, the program of clinical residency and the individual plan of the clinical resident;

10.2. Effectively use the time of training in clinical residency in order to improve their professional level, strive to master the most progressive methods of work;

10.3. To study and keep the internal regulations established by the Charter, the legislative acts of the Republic of Belarus on health care, these Rules, the internal regulations in dormitories, the contracts for the training of a clinical resident, the contract for hiring a dwelling in a hostel (if any), regulations on occupational safety and health security, fire safety and industrial sanitation, documents of the quality management system and other regulatory legal acts of the Republic of Belarus and local regulatory legal acts;

10.4. respect the principles of medical ethics and deontology;

10.5. Bear responsibility for the results of the work performed in accordance with the current legislation of the Republic of Belarus;

10.6. Take care of one's health; strive for moral, spiritual and physical development and self-improvement;

10.7. Take care of BelMAPE property;

10.8. Take an active part in the public activities of BelMAPE, events aimed at strengthening the Belarusian statehood;

10.9. Attend all kinds of activities provided for in the plan, the program of clinical residency and the individual plan of the clinical resident.

It is not allowed to be late for a lesson, leaving the classroom before end or absence.

10.10. Inform the head of the department and / or the head of the clinical resident if it is not possible to attend classes and on the first day of appearance after the absence of documents to the head of the department and / or the head of the clinical resident, confirming the validity of the reasons for absence.

The reasons for missing the class is estimated by the rector of BelMAPE (a person who in his order is his substitute) or a pro-rector for scientific work in the provision of relevant documents. Failure to provide the necessary documents confirming the validity of the admission of the occupation (being late, leaving until the end of it) is regarded as a lack of valid reasons;

10.11. To show good faith during of all types of attestation, including, do not allow:

Use on all forms of attestation of information materials without the permission of the teacher;

Presentation to the evaluation of the report or other types of work, the authorship of which does not belong to the clinical resident in whole or in part;

10.12. To be guided in behavior (including outside BelMAPE) by universally recognized norms of morality, to strive for an increase in the general culture, moral and physical perfection, to have a neat appearance;

10.13. Respect honor and dignity of employees, students and other clinical residents of BelMAPE;

10.14. Do not commit, including outside BelMAPE, illegal actions (omissions);

10.15. To treat carefully the personal documents (the ticket of the clinical resident, the admission to the hostel (if available), etc.), in case of their loss, inform the head of the department within 2 days;

10.16. To protect equipment, furniture and other property of BelMAPE, take measures to prevent property damage to BelMAPE;

10.17. To treat carefully and economically the consumption of fuel and energy resources (electric and thermal energy, water) in BelMAPE buildings;

10.18. Compensation for property damage caused by BelMAPE. In case of damage or loss of literature, replace it with a publication that is recognized by BelMAPE (library) as equivalent, or reimburse its value;

10.19. Do not take objects and equipment from laboratories, educational and other premises without the permission of the BelMAPE administration;

10.20. Not allowed cases of storage and use of tobacco products, alcoholic beverages, low-alcohol beverages, beer, narcotic drugs, psychotropic substances, their analogues, toxic and other intoxicating substances in buildings, hostels BelMAPE and adjacent territory;

10.21. To fulfill financial and other obligations stipulated by agreements on the training of a clinical resident and the hiring of a dwelling in a hostel;

10.22. Comply with the requirements of the constituent documents, the BelMAPE Charter, these Rules, the Internal Regulations in the hostels of BelMAPE, other local regulatory acts of BelMAPE;

10.23. Comply with the requirements established by legislation on safety, labor protection, and fire safety, sanitary and hygienic requirements in classrooms, buildings, hostels and on the territory of BelMAPE;

10.24. Timely and qualitatively carry out orders and instructions of the rector, the pro-rector for academic work, the dean of the corresponding faculty, the head of the department, the head of the clinical resident, as well as the instructions of the heads of the structural divisions of BelMAPE on issues related to training in clinical residency;

10.25. To fulfill other duties stipulated by the legislation of the Republic of Belarus and local normative legal acts.

  1. In buildings, premises, dormitories BelMAPE and in the adjacent territory it is forbidden:

11.1. Bring and drink alcoholic, alcohol-containing beverages and beer, distribute, store and use toxic and narcotic substances and their analogues, be in a state of alcoholic, narcotic or toxic intoxication;

11.2. Bring explosive, flammable and toxic substances, firearms, gas and cold steel;

11.3. Play cards and other gambling, including using computer equipment;

11.4. Shout, swear, rustle, play musical instruments, use sound-reproducing equipment in violation of silence and create disturbances for the implementation of the educational process or work;

11.5. Violate the requirements for labor protection, safety and fire safety, sanitation and hygiene;

11.6. To make inscriptions and drawings on walls, auditor tables and in other places, to paste and hang out announcements without the permission of BelMAPE management;

11.7. To deteriorate the appearance and (or) the state of BelMAPE's property or use it for other purposes, commit other actions that violate cleanliness and order;

11.8. To interfere with the movement of people and vehicles;

11.9. Use mobile communication means during the training, attestation and other activities;

11.10. Be located in the premises and on the territory of BelMAPE later than the established time, as well as on weekends and non-working holidays;

11.11. Commit other acts (inaction) for which the current legislation provides for the involvement of civil, administrative or criminal liability.

  1. The clinical resident can be discharged from the clinical residency in the following cases:

12.1. Non-attendance for training in clinical residency;

12.2. Delay for an inconsiderable reason for five or more days from the start of training;

12.3. Systematic violation of these internal regulations;

12.4. The absence of more than one week in classes without good reason;

12.5. Failure to implement an individual training plan;

12.6. In other cases provided for by the legislation of the Republic of Belarus and by local regulatory legal acts.

  1. Clinical residents discharged from the clinical residency of BelMAPE can be restored for further training by order of the rector in agreement with the Ministry of Health of the Republic of Belarus.

The departed clinical residents, whose training was carried out at the expense of the republican budget, can be restored for further training at the expense of the republican budget only if there are vacant seats.

  1. These Rules come into force from the moment of signing and are binding for all clinical residents of BelMAPE.
