State Educational Establishment "Belarusian Medical Academy of Postgraduate Education" is the successor of the Belarusian State Institute of Advanced Medical Training, organized in October 1931.
Before the official opening of the Belarusian State Institute of Advanced Medical Training, one of the form of training and professional development of health care practitioners was either regular or temporary courses hold at medical faculties, scientific and research institutes and major health facilities.
The first director of the Belarusian State Institute of Advanced Medical Training was Professor Khazanov Moisey Anisimovich (1931 - 1934), who worked as an assistant professor at the Department of Nervous Diseases and as Deputy Director on Academic Work of the Belarusian Medical Institute before his promotion.
In November 1934, Dobruskin V.E. , an Associate Professor, was approved to the post of Director. From 1938 to 1941, the Belarusian State Institute of Advanced Medical Training was headed by Nisenbaum I.M., who worked as an assistant at the Department of Epidemiology of Minsk Medical Institute and hold other leadership positions.
At pre-war times the activities of the Belarusian State Institute of Advanced Medical Training were determined by the problems being solved by the healthcare of Belarus, the development of medical science and needs of medical structures and services.
At that time the Institute was situated at the following address : Minsk, Oktyabrskaya Street, 24.
It had a residential hotel for 40-50 beds. Its clinical bases were situated at the departments and clinics of Minsk Medical Institute.
In 1941 Surgery department, Therapy department, Military department and Maxillofacial department had new clinical bases, where they continued their work.
The training was hold generally according to a course system with the duration of 3-5 months. Along with the physicians, either governmental inspectors or health professionals underwent advanced training.
During the Great Patriotic War the Institute was not functioning, its property and records were destroyed and plundered by fascist invaders. Belarusian State Institute of Advanced Medical Training resumed its activities from the 1st of April, 1945.
The first post-war director of the Institute was Schulz F.Y. (1945-1946) - a prominent organizer of public health, who headed the Belarusian Medical Institute in the pre-war years.
From 1946 to 1949 Professor Babuk V.V., a surgeon, became a director of the Institute,
who organized clinical bases which were belonged only to the Institute.
In July 1947, Department of Surgery, Department of Internal Medicine, Department of Obstetrics and Gynecology, Department of Tuberculosis were organized. Department of Nervous Diseases, Department of Hygiene and a professorial course in orthopedics and reconstructive surgery started their functioning.
From 1949 to 1953 the Institute was headed by Professor Morzon V.O., a surgeon.
From 1953 to 1958 the Institute was headed by Zhukov M.N., MD, Professor.
From 1958 to 1960 Pavlov N.F., a prominent Soviet dermatovenerologist, a leading leprologist of the country, was appointed to the position of rector of the Institute (prior to 1950 he was a director of the Institute of Leprosy in the city of Astrakhan).
Within the period from 1960 to 1966 the Institute was led by Savchenko N.E., MD, Professor, laureate of the State Prize of the USSR and the Belarusian SSR, an academician of the National Academy of Sciences of the Belarusian SSR.
In 1963, due to the increase in capacity at the Institute, there were organized two faculties - therapeutic and surgical.
Changes of its departmental affiliation accelerated development of the National Academy of Sciences of the Belarusian SSR.
In January 1996 it had been placed under the authority of the Ministry of Health of the USSR, which determined the profile of the training activity in the framework of the national advanced training system, unification of the curriculum, well-defined regulation of academic and pedagogical processes and immense imrovement of the financing.
From 1966 to 1998 the Institute was headed by Rutskii A.V. - Doctor of Medicine, an academician of the National Academy of Sciences of the Republic, Honored Scientist, laureate of the State Prize of the Republic of Belarus. Rutskii A.V. did a lot in relation to the extension and strengthening of technical and scientific base of the Institute.
In 1972 a new 9-storied educational laboratory building with an assembly hall for 530 seats, a library and a reading room was built.
It had either theoretic and pharmaceutic departments, or Central Scientific and Research Laboratory, also it had management units and facilities and technical services of the Institute.
Then a convenient residential hotel for 540 beds water-based and sports centre was put in commission (1980), a special building of the Central Scientific and Research Laboratory (1987) and the third residential house in Lesnoy village (1987).
In January, 1982 for the contribution into the healthcare and medical science development, for the training of high-qualified medical and academic staff and in connection with 50th anniversary of fruitful activities the Belarusian State Institute of Advanced Medical Training was awarded Order of the Red Banner of Labour.
From 1998 to 2004 the Institute was headed by professor, corresponding member of the National Academy of Sciences of the Republic of Belarus, Mroczek A.G., and now - Director of the Republican Scientific and Practical Centre "Cardiology".
In June 2000, the status of the Belarusian State Institute of Advanced Medical Training has been changed into the Belarusian Medical Academy of Postgraduate Education.
The main directions of its scientific activities include: study of etiology and pathogenesis of athero- and platelet function, role of neurohormonal systems in the development of cardiovascular pathology of cardiac and endocrinologic diseases, issues of heart electrophysiology, pathogenesis of heart rhythm disturbances, issues of interventional cardiology etc.
Mroczek A.G. is a vice-chairman of the Republican Association of Cardiologists, a member of International Society of Internal Medicine Specialists Board, a member of European Association of Diabetes Study (EASD), a member of International Society of Holter Monitoring and Non-invasive Electrophysiology (ISHNE), a member of editorial board of the magazines "Public Health", "Medical News", "Medicine".
From 2004 to 2009 Belarusian Medical Academy of Postgraduate Education was headed by Khulup G.Y., Doctor of Medical Sciences, who has made a significant contribution to the development of a modern system of medical postgraduate education in the Republic of Belarus.
The main activities were the following ones: health organization, scientific work in the field of stem cells, clinical laboratory diagnostics.
In the field of "health organization" for the first time in the Republic of Belarus there were established two new faculties: Pediatric and Dental Faculty; 15 new departments were opened in the system of postgraduate education; 75 well-known scientists, teachers and doctors were invited and arranged for the positions of the teaching staff .
Khulup G.Y. developed modern approaches to the system of postgraduate education with account of modern demands of the Ministry of Education, the duration of advanced training courses is set depending of the requirements (1 week, 2 weeks, 4 weeks, 4 months), curriculum and programs are updated at least 1 time in 2 years.
The educational process is based on modern world scientific achievements and innovative approaches in education:
Preliminary and Exam Tests have been implemented, IT systems of distance learning have been developed, self-tuition for advanced training (articles, reports), which helps to enhance the quality of physicians' training.
Motivation for advanced training among doctors has been increased in 2 times within the last 5 years.
With his direct participation for the first time there have been established the optimal conditions of the Academy functioning, a modern material and technical base, modern clinical base (11 Republican and Scientific Practical Centres, 10 Republican clinical Hospitals, 39 clinical urban hospitals) were organized and the scientific base – Scientific Research Laboratory of the Academy.
One of the achievements of the rectorate is an opening of a new department - Cardiosurgery department with the course of transplantology (Order of the Ministry of Health from 08/01/2008 №8).
Within the last 3 years 38 cardiosurgeons and 29 roentgen and vascular surgeons have undergone the advanced training at the Cardiosurgery Department, which would provide the necessary requirement of specialists.
In order to increase the availability of high quality medical care rendering to the population of the Republic of Belarus for the first time the Professor State Medical Advisory Center was created.
In the year 2008 professors of the Academy consulted 4950 citizens of the Republic of Belarus.

From June, 2009 to October, 2014 Academy was headed by Demidchik Yury Evgenievich, member of the National Academy of Sciences of Belarus, Doctor of Medical Sciences, Professor.
Since October, 2014 the Academy was headed by Doctor of Medical Sciences, Associate Professor, Mikhail Alexandrovich Herasimenko.
Belarusian Medical Academy of Post-Graduate Education is a leading medical educational establishment in the Republic of Belarus in the field of scientific and practical developments in the frameworks of social demands of practical healthcare, realization of scientific and technical development programs and Fundamental Researches Foundation.
The structure of the Academy is represented by 4 faculties, which include 54 departments:
Surgery - 18 departments, Therapy- 15 departments, Pediatric - 14 departments, Public Health and Health Care - 7 departments.
Clinical bases of the Academy are situated in 44 healthcare establishments of the Republic of Belarus, including Scientific and Research Institute of Pulmonology and Phthisiology, Republican Scientific and Research Center "Mother and Child", "Oncology and Medical Radiology", "Pediatric Oncology and Hematology", "Neurology and Neurosurgery", "Cardiology" , and also in Republican, regional and clinical hospitals of the Minsk city.
Besides, Training Center of Emergency Medicine has been opened at the Department of Emergency Care and Disaster Medicine, which has been done in the frameworks of realization of the National Demographic Security Program.
Annually about 18-20 thousands of physicians from all regions of the Republic study at advanced training and retraining courses.
Within the period from 1940 to 2008 more than 311900 physicians underwent the advanced training, postgraduate training and retraining at the Academy.
Specialists from Information Technology Center of the Academy have developed a program on account and planning of advanced training of physicians - "Medical Staff".
The program helped to create a base of postgraduate training of all specialists and directors working in the system of the healthcare of the Republic.
Improvement of education quality has remained an actual issue for professors and teachers of the Academy.
But it has been successfully resolving by implementation of innovative technologies, constant development of forms and methods of training, application of progressive information and Internet-technologies, modern technical training aids, which help to enhance the teaching quality.
Retaining a principle of differentiated approach in the educational process, evaluation of the material acquisition and achievement of good results in the preparation of specialists either Preliminary or Exam Tests have been used.
The Academy has a huge scientific and pedagogical potential. At present the number of Professor and pedagogical staff of Belarusian Medical Academy of Postgraduate Education is 373 teachers, among which there are 81 Doctors of Medical Sciences, 226 - Candidates. In percentage it is 85%. 3 academicians of the National Academy of Sciences of Belarus, 58 professors and 139 Associate Professors are working at the Academy.
Thanks to high scientific potential and modern material and technical facilities, the Academy is considered to be one of the Centres which creates new medical technologies of prophylaxis, diagnostics and treatment of different diseases.
In the frameworks of scientific researches either of fundamental or applied types the staff of the Academy develop more than 60 scientific areas, which include 4 innovative projects, 12 tasks of the State Program of Scientific Researches "Modern technologies in medicine", 3 tasks of branch scientific and technical programs, 18 tasks of State Scientific and Technical programs, 9 tasks of the Republican Fund of fundamental researches and 1 task of the State Complex Program of Scientific Researches "Biological Engineering and Biosecurity".
The efficiency of scientific and research works is approved by annual acquisition of more than 40 patents, more than 200 acts on implementation, approval of more than 40 instructions on application,by the defence of more than 20 thesis works.
One of the priority fields of the Academy is training of the staff of the high scientific qualification, the demand in which is based on the necessity to participate in research investigations, preparation of the candidate pool to work at the department of the Academy and special purpose applications from regions (at present about 146 specialists undergo postgraduate courses and 392 specialists at clinical residency of the Academy). In percentage the efficiency of training at the Academy for the last years achieves 80-100%. At present there are 4 specialised Boards on Candidate and Doctoral Thesis Defence. For the last year 16 Candidate thesis have been defended at specialised Boards of the Academy. Staff of the Academy protected 3 Doctoral thesis.
The aim of scientific researches made by the staff of the Academy is their participation in solution of state problems which are associated with the priority directions of scientific and technical activities of the Republic of Belarus.
It can be achieved by application of adequate scientific and methodological approaches, which help to get new information about the constitution and functioning of human body at different pathological conditions, by the development of high technologies of prophylaxis, diagnostics and treatment of diseases and its implementation into healthcare practice to reduce morbidity and mortality, by improvement of the quality of life of the Belarusian population.
Main directions of scientific activities at the Academy are the following:
development of new technologies of prophylaxis, diagnostics and treatment, also import-substituting items of medical devices (medical products on the basis of amino-acids, laboratory and diagnostics test-systems etc.); study of molecular and biologic aspects of the development and implementation of new technologies of cultivation and transplantology of stem cells; study of disbalance influences on the environment, influence of other pathogenic factors on morpho-functional and metabolic changes in body, search of effective ways of gomeostasis disturbances correction at widespread diseases; improvement and development of new forms and methods of disability prophylaxis, medical and social expertise and rehabilitation of the sick and disabled under the conditions of healthcare reformation; evaluation of the functional condition of sportsmen's body and development of efficiency restoration methods in high performance sport.
By the present time there have been created a number of scientific schools and directions at the Academy (inventory accounting of scientific schools is based on the Letter from the Presidium Chairman of the National Academy of Sciences of Belarus, Myasnikovich M.V. from 10.02.2003 №12/1), which carry out work under supervision of well-known academicians and professors.
International evaluation of the scientific approach developed and implemented by professor Kholodova E.A. in Belarus is explained that in 1996 the European Bureau of the Health World Organization gave the Endocrinology department of the Academy the status of three-tier education system model - a physician - nursing staff - a patient. All the achievements in this direction have been acknowledged by the World Health Organization as the best ones among CIS countries and in Eastern Europe.
Volotovskaya A.V., the main task of which is to develop new technologies of physical treatment methods and new devices used for diagnostics and treatment.

In 2007 Vice-Rector on scientific work of the Academy, Gain Yury Mikhailovich, was awarded Prize of the National Academy of Sciences according the Order of The National Academy of Sciences Presidium №54 for the work cycle "Improvement of Methods in Disgnostics, Prognosing, Prophylaxis and Treatment of Suppurative-Septic Complications in Surgical Patients". creation and commercial availability of universal photometrical system (F-300) for biochemical and immunoenzymometric researches (AIF-M-340), (Doctor of Medical Sciences, professor Khulup G.Y.); creation and industrial output of enteral feeding product "Enteral" for intensive therapy of critical conditions (Doctor of Medical Sciences, professor Zavada N.V.); creation and industrial production of set of instruments for atraumatic treatment of dental caries (Doctor of Medical Sciences, professor Lutskaya I.K.); development and output of application forms of medical preparations, "miramistin hydrogel", "getamicin hydrogel" immobilized on hydrogel matrix (academician of the National Academy of Sciences of Belarus, Doctor of Medical Sciences, professor Rutski A.V.); development and industrial production of biochemical liquid reagents sets (Doctor of Medical Sciences, professor Kamyshnikov V.S.); creation and output of measuring device to determine electroexcitability of dental pulp "Dentometer" (Doctor of Medical Sciences, professor Artyushkevich A.S.) etc.
Research and methodology and experimental and clinical centre of the Academy is Central Scientific and Research Laboratory of the Academy (Luschik M.L., head).
Central Scientific and Research Laboratory renders consultive and technical care in scientific researches. The Laboratory has a status of the Centre of the shared use and is supplied with unique scientific equipment and devices.
Researches are made in the following scientific areas which are of higher priority:
study of pathogenesis of the most significant diseases and malconditions, adaptation mechanisms of man's body to the influence of environmental factors; development of new diagnostic methods and technologies, of prophylaxis and treatment of diseases; new drugs, facilities and healthcare products are being created.
Modern technologies are widely used:
polymerase chain reaction, stratographic and mass-spectrometric analysis, atomic absorption spectrometry, cultural researches, immunohistochemistry etc.
At present scientific researches on 175 Candidate's and 27 Doctoral Theses are accomplished at the Academy.
Medical consultations and diagnostic work are integral part of the Academy's activities.
According to cooperation agreements, concluded by all clinical bases of departments, the teaching staff of the Academy carries out consultations of the most difficult patients, makes high-tech operations, undertake unique medical diagnostic procedures.
According to the Order of the Minister of healthcare the Academy carries out prophylactic, diagnostic and treatment work, renders rehabilitation medical care to the population of Minsk region.
Within the last year the staff of the Academy made 4344 operations, carried out 1485 high-technology complicated operative interventions, consulted 318741 patients.
The Department of Surgery (professor Vorobei A.V., head) carries out complicated operative interventions on arteria carotis;
esophagoplasty; operations on pancreatic gland; reconstructive operations on bile passages, colon at non-specific ulcerative colitis.
Staff of the department widely applies and implement laser technologies in the treatment of varicose disease and trophic ulcers.
During high-technology and complicated operations at abdominal cavity trauma, hepatectomy and laparoscopic operations staff of the Department of Emergency Surgery (professor Zavada N.V., head) uses new laser technologies, liga-shu devices, electrosurgery homeostasis methods.
Head of the Department of Obstetrics and Gynecology of the Academy, Voskresenski S.L., has implemented operation on vagina formation and its plasty by dermic flap after its atresia.
At the Department of Ophthalmology (professor Imshetetskaya T.A., head); vitreoretinal interventions with application of laser technologies and plug materials have been carried out; phaco and formation of locomotor residual limb ocular prosthesis with the application of donor and synthetic materials are carried out.
Staff of the Department of Cardiosurgery (professor Ostrovski Y.P., head) makes operations and carries out treatment and diagnostic manipulations on heart, works out instruments for myocardial revasculization. The staff of the department carried out the first heart transplantation in Belarus at the Republican Scientific and Practical Centre "Cardiology".
Professors, associate professors, assistants of the Academy take part in rendering of emergency and planned treatment and consultive care in all regions of the Republic. More than 50 % of all emergency services at the Republican Centre of Emergency Medical Care are made by the staff of the Academy.
Within the last year staff of the Academy published more than 1460 scientific works, including 15 monographs, 3 textbooks, 1 reference book, 104 study guides, 8 collectors of scientific works, and 759 scientific articles.
The Academy is famous in the former Soviet republics and countries outside the former Soviet Union as a highly professional center of postgraduate retraining and advanced training of physicians.
In order to improve educational scientific and treatment processes the Academy cooperates with medical establishments, Universities, scientific and research centres of foreign countries.
International cooperation has always been very important in postgraduate training of specialists with higher medical education.
International relations started to develop more actively within the last 5 years. The Academy has concluded agreements and contracts with scientific, educational and medical organizations of countries outside the former Soviet Union on the issues concerning different areas of postgraduate medical education and practical healthcare: Medical Academy of Belostok (Poland), Scientific and Research Institute of Radiation Biology and Medicine of the Hirosima and Nagasaki University (Japan), The University of Ankara and Hacettepe University (Turkey), Uppsala University, Institute of Public Management, Sweden National Centre of Prophylaxis of Suicide and Mental Disorders, Umea University, Karolin University, University of Child and Adolescent Psychiatry, South Multiprofile Stockholm Hospital (Sweden), Tianjin University of Traditional Chinese Medicine, World Association of the Society of Acupuncture and Moxibustion (China), faculty of medicine and surgery of Bolognese University and Hospital Association of St.Oreol Malpigi, hospital association of St.Pavel in Milano (Italy), Board of Medical Specialists of People's Lybian Jamahiriya etc.
The professor's staff of the Academy constantly improves its qualification and undergoes training abroad. Specialists of the Academy visit well-known foreign medical universities for the training courses and experience exchange in the field of the development of new treatment and diagnostic technologies.
Medical specialists from other countries regularly visit the Academy in the framework of bilateral execution of agreements.
The Academy also has agreements and contracts with educational and scientific medical establishments of CIS countries - St.Petesburg, Russian (Moscow), Kiev, Ivano-Frankovsk Medical Academies of Post-Graduate Education, Russian State Medical University, Ukranian Institute of Stomatology of the Academy of Medical Sciences, Ukranian Scientific and Medical Centre of the problems of osteoporosis at the Instituet of Gerontology of the Academy of Medical Sciences of the Ukraine, Scientific and Research Institute of general pathology and morbid physiology of the Russian Academy of Medicla Sciences etc.
It gives the possibility to exchange new medical and educational technologies in the system of postgraduate education.
